This is a Butch Harner custom razor. Butch was an American knife maker from Pennsylvania. He made a bunch of straight razors many years ago but has stopped since. From what I have heard, he had to stop bladesmithing due to health issues.
This is one of his stainless steel fixed handle razors, forged and ground Near Wedge.
